Add Permissions to Sheets Staging Collections

There are drawing packages, sometimes with hundreds of pages, for which we need to pull reports to gain approval before officially publishing for trades to view and use for construction. Allow project to create Sheet staging Collections that can be restricted by role, company or individual for package approvals before publishing to other Collections after being approved. Files could be used, but the Sheets functionality is preferred for viewing.

This is a no-brainer. Any change in drawing sets generally need to be approved through a formal change process before publishing to the field. Our workflow is that we read the new sheet set and leave it in the staging area before publishing. Upon approval of the change, we then publish it.  

The field should not be able to view a set of changes to sheets without it being formally approved, necessitating this security.
