While ACC supports multiple reviewer groups across different review steps, it currently does not support a draft-and-final workflow within the same reviewer group.
There is no mechanism for group members to submit a draft response that can later be reviewed and formally submitted by a group lead as the final response for that group.

Enable draft responses within a reviewer group, where group members can prepare internal drafts and only the designated group lead can submit the final official response.
