Hello Chen ni-ying,

Thanks for posting your question to the forum and welcome.   Under the error is a link that can be expanded, and will give us a more specific error, can you share what that text says with us.    

Also make sure that the NWD file is not protected in any way, or it will not be able to be viewed online.  If it is protected, please remove the protecting and re upload it. 

The other option is to create an unprotected DWF file and upload that to see what happens.
