A360 user permission bug

Hello, 

i have found a bug in the A360 permissions. If you set-up "view" or "view & download" it wasn't supposed to allow the user to upload files into the folder as the upload icon is hidden. However, if the folder is empty, there is a background image saying "you haven't uploaded any data yet", and clicking the image allows you to upload data. 

has anyone noticed this before?
