When trying to load an render present, I get an error "Unable to create temporary Tender Presents file C:\Users\...\3dsMax\projects\scenes\renderpresets\RSSaveRestore.....rps.sv$"

Indeed there is not renderpresents in a scenes folder by default. I can correct this by creating one. I have a scenes\scenes.mxp file that was automatically created, and I cannot edit this (when not running 3dsmax) to fix the following:
ProjectFolder=C:\Users\James Tomkinson\Documents\3dsMax\projects\scenes
RenderPresets=.\
Because the file gets over-written back to these values if I then re-open the .max scene in 3dsMax.
Is this not a bug? Especially that some animation parameters get silently ignored during rendering.
