Incorrect display of panels in 3d max

I have the following problem, the panels and windows in 3dsmax are incorrectly displayed in all versions from 2016,2017 to 2018, attached the picture.
Deleting the folder "C:\Users\user\AppData\Local\Autodesk\3dsMax\2018-64bit" did not help, reinstalling 3dsmax did not help.
Do not know what else you can do
Operating system windows 10 64bit.

I receive the same when I write the C++ plugins if in new Panel properties is set System Menu > True 🙂
