That's the old tab bar used in max version 3-6 and later hidden from the user for some Adobe patent infringement reasons, the official reasoning were the tabbar is redrawn on each viewport update and slows down the whole UI (well, now if you compare the ribbon to the tab bar, the ribbon is cleary inferior in terms of performance). Anyway, you can bring it back by editing the .cui file - not sure if it's possible with the newer .cuix files, though.
