Uniform scaling not allowing Z movement

Hello! 

I have been having an issue with 3D Studio Max 2019 where I have been unable to use the Z-Axis on the Uniform Scaling tool. I have checked to make sure constraints are not active and the X & Y axis will adjust with the tool. What am I missing? Thank you in advance for your time.

Switch to 'Use Selection Center ' coordinate system.
