Move tool weird behaviour in perspective view (keeps snapping)

Hello, I have the same problem that was described here and here, but there are no any real solution in theese topics exept of "start a fresh project".

Is the behaviour like on the video a bug or is it some lovely feature that I need to turn off?

Note that i have no problem in Top (and any other orthographic view) but only in perspective, which is even weirder.

Try resetting the IU
