I am working on hand, I already connected 3 fingers by using target weld, I do not know way the middle finger could not accept it like the other fingers, this is drive me crazy I am a beginner I have to submit my assignment as soon as I finish, as I am already late.

You can make it work by simply create this situation where you have naked edges,
I mean try to delete the polygon/polygons that are preventing the Target Weld from working properly.

Unfortunately I could not make it, I deleted the first row of the pinky finger faces to try, but it did not work. I am still do not get the idea of having the thumb, index, and ring fingers connected and the rest two fingers did not connect. However, I am using the same target weld tool.
I suspect something wrong but
I prefer not to trow a wild guess, since it's not all clear regarding the vertices structure.
That is a Maya screenshot and this is a Max forum. Normally in Max you would select border sub object level, select both borders and then connect.
If the open borders have any problem it will be evident when the selection is done.
