Hi,

 

One quick way to achieve this is:

 

1- Start with a Torus with high amount of Sides and Segments

2- Apply an Edit Poly modifier, go to Element Sub-Object level select all torus Polygons and scale them

Down a little on the Z axis, so it's a bit squashed.

3- Deselect the polys, go back to object level by clicking the Edit Poly

4- Add another Edit Poly modifier, Use the Paint Selection Region as a selection style and from

The top viewport, fist check Ignore backfacing, select randomly your polygons

5- From the Edit Geometry rollout click the square rectangle near Detach and choose Detach As Clone

6- On the newly detached object apply a Shell modifier with the amount you like and make Segments = 2

7 - Apply a turboSmooth on this object with an Iteration of 2 

 

Of course you can take this further and apply an Edit Poly then by using the paint deformation feature you can
