How Do I Create Mesh From Photos?

I'd like to do some terrain modelling for a table top game scene. I'm thinking of collecting photos of rocks, sand, cobblestone, etc, and using it to create a displacement map I can then translate to actual physical mesh shape so I can 3D print the tiles.

 

What's a way or two to achieve this?

Thanks, but that's not really going to work for me because I don't have caves, castles, cliffs, etc, to take photos of. I just want to use photos from the internet, most of which won't have multiple angles either.

then you to do polygon modelling method which is best and good one...thanks

I'm aware of poly modelling, but it's very inefficient editing thousands of polygons and vertices.

 

I'm just going to use a displacement map in conjunction with a displace mesh modifier.
