If I have two intersecting lines on the same plane and I want to find their bisecting angle how would I do this?

Draw a spline between a point on each of the lines, and in subobject Segment mode click Divide. This will split the segment in half, and you'll have a vertex in the center. Draw another line snapped between the intersection point and the vertex you just created, and you'll have your bisection point. If you need this measured, there is a Protractor helper that can measure the angle.
