Wow, ok, that's crazy and very interesting.
So, you wanted help to create something like it. Part of the problem is that you say you are new to animating with 3ds Max. Your first step is to, well, get good with animating in 3ds Max. Maybe don't start with this project. Just learn the skills you need to animate with Max via videos, tutorials or buy a course from Udemy when they have their frequent sales. Then, take that knowledge and apply it to this project idea you have.
The work in the Brain Project isn't really super complex animation. But it's not a basic bouncing ball either. You'll also need to learn some 'Matchmoving' skills to get it into footage. Matchmoving can be difficult to initially grasp, but it's something you can get pretty good at quickly. There are some other programs that do it well. Davinci Resolve might be a good place to start for that.
Once you have your skills in place, go off and do amazing things. Don't forget to come back here and show everyone. I for one would like to see what you do.
