What's the end result? Nothing happens or does it look inverted?
Generally issues with Booleans are due to objects not being manifold (not "watertight"). You can check by using the "STL Check" modifier.

Another approach for modeling the shape is to create a 2D line shape of half of a section cur of the "cone" and then use lathe to create the revolved shape. I think this might yield a cleaner model with the advantage of being able to adjust the number of segments in the circumference of the shape.
