Animating a cape with bones

Hi,

 

I have a character with a cape, and I know this might sound weird, but I want to rig the cape and animate it in a particular way for movement using bones. Is there anywhere I can read on how I would go about using this, or would the procedure be identical to rigging and animating anything else? I am thinking about adding some bones and just using an IK rig at the bottom of the cape to control how it flows, but I am interested in learning other efficient methods. I am using 2019.
