Snap cross-hair displays when creating an element but not when using move

Please could someone advise on this issue -

 

I would like to position elements precisely using snap but the snap cross hair only appears when I'm creating elements, whenever I try to move an existing element the cross hair doesn't appear and neither does rubber-band (the display rubber-band tick box is checked). Can anyone help with this please?

What are your grid and snap settings set to snap to?  In the Options tab of Grid and Snap settings do you have the Marker Display checked or not?  If unchecked, the cross hair is not displayed, although that would not explain your different result between creating a new object and trying to move an existing one.

Yes the Marker-Display option is checked...as well as Display rubber band.

Sorry I have posted the same issue twice. I spent all day yesterday trying to figure out the problem and was in some despair this morning, frantically trying to find a solution.
