problem with splines and command panel

Hello;

I'm posting this problem, hopefuly someone else has had this and can clarify why this is happening - see attached; my command panel will start tearing and duplicating at some point, dont understand why or what is setting it off.

max 2018 last update and last drivers installed.

Anyone?
