All faces are actually single-sided however by default 3dsMax displays a false backface.
This trips up a lot of people and probably should be off by default as people like yourself get unexpected results when using the tools.
To turn off these false backfaces you right-click your model and select Object Properties and then check the box 'Backface Cull'.
Once you have done this you can check to see which way your 'real' faces are actually pointing. If they're pointing in the wrong direction you can flip these by selected the affected faces and then selecting 'flip'.
Knowing this and having all your faces pointing in the correct direction the tools should start to function correctly again or maybe you have a completely different problem here?
