Move around the camera view without moving the camera?

Is it possible to move around the camera view without moving the camera in a way similar to Blender's "Lock Camera to View"? (http://i.imgur.com/gEDCHTT.png) I'm trying to zoom into a characters head without the reference image moving

There is a method that will allow you to only use the zoom while in camera mode - It is called a virtual viewport.
First you must use the Legacy OpenGL Driver ( Preference settings ) After switching driver and restarting Max -
Go to viewport config - Click the box for [] Virtual viewport you can set the zoom factor (max) and also a X and Y offset.

You must use the + - keyboard keys to operate the zoom -

I know this is alot of extra cra$ to do but is a workaround if all you want to do is be able to zoom.

 

It seems that even the best script authors have tackled this with no success!
