graphite modeling tool conform not working completely

so i'm finally getting around to asking for help on this. it happens when i try to create new surface to replace that which came from revit.

 

my process is this:

1. create a plane with x subdivisions (50x50 or whatever)

2. position plane over the target i want to conform to - edit mesh imported from revit, xform reset

3. convert plane to edit poly

4. graphite modeling tools, conform tool, conform to picked object (revit model)

5. top viewport, set conform tool brush to be based on view

6. brush settings: full strength 150 falloff 200 conform 25.0

 

also, i prepped the plane by adding edit poly modifier to the revit mesh, created a shape from border within the edit poly modifier, then did a spline flatten on that shape, then used shape merge to merge that shape onto my new plane, selected all the polys that were outside what i wanted and deleted. leaving my plane with same ovreall shape as the revit mesh below that i want to conform to.

 

see attached. i never get it to completely conform.

yes, that is what i've done.

I can recreate the tutorial without problems, send a sample file of your problems if you can
