Creating edges

Hello. Is it possible to extrude edges from vertices in 3ds max, or connect 2 created vertices together into a separate edge?

If you are working with an Editable Poly (or have an Edit Poly modifier) you can select your two vertices and click the Connect button in the Modify Tab.  Or, in Edge sub-object mode, click Create, then on one vertex and then the other. 

 

If you have an Editable Mesh (or Edit Mesh modifier) go into sub-object Face or Polygon and click on Cut.  Then click on the two vertices to tell it where to cut.

I want to connect 2 separate vertices with an edge. If I go to edge mode and click create nothing happens if I click on these 2 vertices.

In blender, I can select 2 vertices, press the F button and after that an edge will be created between the 2 vertices. If you select 1 vertex and press extrude, then a new one connected by the same edge will be extruded from this vertex. I want to get the same effect in 3ds max. Also, there you can simply connect the edges into an integral part, but without a polygon it looks like the wireframe mode Something similar, but you can create with the surface immediately through cap poly in ribbon. 

This option does not work via hotkeys.

Ah, I see.  You have vertices that are not associated with a polygon.  I'm not familiar with Blender, but in 3ds Max you can't have an Edge without a Polygon.  An Edge is just that, the edge of a poly.  If you want to connect vertices without creating a poly, I would suggest starting by making a Line, which is a shape object.  Once you draw out your shape with a Line, you can Extrude it or add an Edit Poly modifier which will cap any closed spline objects and convert them to polys.
