Can someone teach me how to add this piece of detail?

I like this little piece on the leg circled in red. 

But i'm having issues approaching how to add this piece onto my object, can someone teach me the best way to add it onto my object without leaving it as a element?

Thank you. I was wondering if there was a cleaner way to do it but quick and dirty works.

No boolean - after positioning the three cylinders i cut the small ones with the Slice Plane and with duplicating the border edges and aligning/snapping vertices i filled the gaps manually.
