3D files won't show or open outside the prog, and won't merge

Hello there

I am using 3d max 2016 on Windows 10 (which really sucks most of the time) 😕 

my problems with this prog are basically two:

1- I cannot open any file from outside 3d max (it shows the folder empty or says "This App cannot run on this PC" though I have the app (no 3D icon present on any file)

2- from inside 3d max, I can open those same files, but I cannot merge  into any other file or import anything at all into it from another 3d max file (I can only import  Autocad 2D files) 

the icon to all my files is a blank paper, as I said earlier, I can only open them from 3d max. (they became like that since I uninstalled 3d max 2015, but the files  open from inside the 3d max 2016 prog) so it is unrelated to uninstalling the prog. I tried the whole regedit thing, most did not appear (especially the max.exe and the "open with" change,.... so on.. didn't work... it stills says the app cant run on the pc

even the blocks that I download do not open at all from outside the prog, some do but only when I open the prog and search for the file that might or might not appear sometimes ) 

any ideas what to do to make them open and merge with other files?

I was also unable to reinstil the prog (the 2015 version), it kept shutting down during the initialization processes many times, that I gave up on it and left the 2016 3D max on my PC. the reason I had uninstalled it was because it kept crashing and shutting down while I was working, and most times, the moment the prog opens, it crashes before I get to do anything! thankfully I haven't had that for a while now.
