[UI Command Panel] When panel gets resized, content should adapt to resize and contract/expand as well + bug fixes

Command Panel Content should adapt to panel resize and expand as well

Starting with 3ds Max 2018 we have extra space on Command Panel which is finally resizable. That's good! But now let's make full use of this feature and take profit of this extra space. Let's adapt what's inside! Content should adapt to panel resize as well, Rollouts should expand, List sections and all Parameters as well. The fact that new modifiers (Chamfer, Data Channel, Path Deform etc.) got this behavior and all new stuff will get this benefit doesn't comfort us too much since and it will only add to the hundreds inconsistencies of the software

Some parts are more important than others, but everything should be updated. For ex. Skin and Morpher modifiers or the Motion Panel where we have to scroll horizontally unnecessary to see important information, make this adaptive so we can see all information!

Fix the unpredictable behavior of two panels turn into a single wide one

I usually work with two panels, but often and randomly the 2 panels turn into 1 big wide panel for no apparent reason and I have to stretch and squash it around until it returns to 2 panels. This happens with the data channel modifier (it seems that it depends on the inputs you have active), and consistently with the path deform (non-WS version) and chamfer modifier.

Please just finish the UI @Anonymous. Who else does this? "Hey let's just leave all this crap unfinished"

That's super annoying. The panels should adapt and use the optimal width when you expand in two or three rows wide.
