Retriangulate modifier

it would be very convenient to have a Retriangulate modifier, for more procedural modeling, especially in conjunction with the turn to poly modifier.

Just on a side note (not 100% sure what kind of retriangulation you have in mind):

 

We have the Subdivide modifier which can do a bit of this if you set it to "Delaunay" mode.

And of course there is the Retopology modifier for full remeshing. 

Lastly, there are the old Optimize, ProOptimize and MultiRes modifiers who could be used for some adaptive polygon reduction.

 

Maybe you can explain a bit more what you mean by "especially in conjunction with the turn to poly modifier"?

here is an example of using Retriangulate in Editable Poly. 
this function would be very useful in the form of a modifier.
