why so big and serious industry standard like 3dsmax still have no normal build-in sculpting and painting tools like other cool 3d soft, that is not yet industry standard(Cinema4d, Blender, Modo)?

Well, I cannot say that Max's Paint/Sculpt are as good as Mudbox/Zbrush, but Max does actually have these. And I use them a lot.
For painting, look into the Viewport Canvas: Click Tools > Viewport Canvas.
For Sculpting, use the Freeform tools in the Graphite Toolbar.
