viewport cut out while modeling

when im trying to model there a certain area in the viewport that get cut off, like its not there. Could this be my hardware, ie. graphics card, or software?

Look up Viewport Clipping. It looks like the clipping plane is chopping off the front of your model.

usually related to REALLY small or REALLY big scenes ... I haven't had this in a real long time

Yep - almost certainly a system scale issue.Check your system units in Customise > Units Setup > System Unit Setup and compare that to the actual size of your object. If they are wildly different you will see that kind of problem (and others). Also make sure your scene is centered on the origin.
