Hello @Anonymous and welcome to the community,
Versions of 3ds Max prior to 2017 don't have support for high dpi monitors. There is an article here that can give some pointers on how to deal with this issue on Max 2016. You might also try to right click on the program shortcut, go to properties, then compatibility and enable "Disable display scaling on high DPI monitors."
