Various settings not loading upon startup - already tried solution

Hi there, long time max user since 2000.
I'm currently using Max 2020 on very modern hardware.

Since Max 2019 I've had a lot of issues with the software retaining settings, particularly:

- snap mode
- snap settings
- window settings (layer explorer not staying open)

 

Settings that DO remember my preferences:
- UVW editor
- keyboard shortcuts (using a hotkey set)
- viewport settings/layout
- etc

I've already tried this solution, to the letter: https://knowledge.autodesk.com/support/3ds-max/troubleshooting/caas/sfdcarticles/sfdcarticles/3ds-Ma...

Unfortunately it doesn't work. While the new template does pick up on things like viewport placement, etc., it still does not remember snap settings, snap mode, window placements, etc.

Another other solutions to this? I can reproduce this on a fresh copy of 3dsmax, I don't have any abnormal settings.
The only thing that could be considered abnormal is my screen setup: one 8k primary monitor, and one 4k Cintiq 32. Issue happens on both.

Any help appreciated.

Partially solved.
After noticing that my Adobe Bridge settings were also not saving, I suspected something going on with permissions. It turns out by default Windows 10 does not actually grant you full admin control on the C drive on a brand new Win10 install. I had to manually give myself full access control to my own C drive via the security tab in the properties panel of the C drive.

After doing this, my snap panels are now working as intended, my Adobe Bridge settings have also been retained. However, one lingering issue is I still cannot get the Layer Explorer to show when starting 3dsmax. I have to manually turn it on each time.

I solved the problem without reinstalling, opened full access to the C drive (stealthvic), launched 3ds max and opened the display properties, changed the scale to 125% and immediately back
