Toolbars are not sizable in width on 2022

Hi everyone,
I like to resize my main toolbar vertically like this in 2017.. But that doesn't work in 2022.

I got the older icons to work, but in 2022 toolbars only displaying horizontally in one row.

Is there any chance to fix this in 2022 ?
I like to have the main toolbar near the rollout properties to prevent moving the mouse permanently over a large distances.
