Shift to extrude no longer working...?

To begin with I could hold down Shift to extrude an edge/face out, though for some reason it's no longer working. Unless it's an exclusive issue with my laptop...

 

EDIT: Or does it only work if you extrude from an edge that isn't connected to anything...?
