Is a photo sphere like a panoramic image? You can use 3ds Max for that out of 3d but it's more of a cube map. @blakestone's is a better solution.

Mental Ray has a built-in "Camera > Lens Filter > Wraparound" which will produce a spherical map of your scene.
This can be used to create spherical panorama or environment map etc.
