Greeting everyone , 

 

Can someone please help me to model this wind driven facade in organic shape ? 

I have attached a picture for a reference of the wind driven facade .

Looks like a good candidate for the Array modifier (or for Particle Flow if you want maximum flexibility, at the price of a somewhat high setup cost).

it didn' work .At first the shape was plane then edite poly then falloff from the soft selection .now 

when I try the this it did't work. ☹️

Do you only need to model this (without animation), or do you also need to animate this, as if the wind is moving the individual elements?

The previous example was using MAXScript to distribute the elements as well as animate their rotation based on a noise driven by their world position.

Here is a test using TyFlow with Birth Surface and PhysX Bind:
