Mouse not scrolling in mouse over window

Hi, my mouse only zooms in the window/panel that I've last clicked on, not the one my mouse is over. For example if I've done something in the viewport and then move my mouse over to the command panel where I try to scroll up and down it's still going to zoom in and out of my 3d viewport. Does that with all panels and makes it very annoying to operate.

deselet the window and then hit the z key your viewport will returned to normal

That centers my object. My mouse wheel still only works on the last selected panel/viewport, not the one my mouse is over to scroll or zoom.
