I'm using the new feature that allows 3Dsmax users to use floating viewports.
After bring modelling for a while with the floating viewport in my main screen and the main UI in a smaller screen the drop-down menu that gives me access to the modifiers doesn't show up anymore.
I can fix it but keeping the main user interface in the main monitor but that is not really practical for my workflow.
I have also experimented with several problems accessing the dropdown menus after open the material editor.
Honestly, it is really frustrating to work in 3dsMAX. It gives me the feeling that any little change can mess up my User interface or trigger any bug.
I have been trying to learn to use it for years, but the learning curve and the feeling of frustration make the learning experience a bit of hell.

Sorry to hear about the issue you're having. It's known to us and we don't have known path of resolution yet. It's caused by mixed scaling factors on your various monitors, and the main 3ds Max window sets the scaling for UI elements based on the last active window. If you take your floating viewport and drag it back onto your main monitor where the 3ds Max main window is, then try your modifier stack dropdown again, does it display in the correct location?

The simplest way around for me has been changing using my main monitor to hold the 3dsMax UI and use my second monitor to hold my floating viewport. Anyway, I still have random issues when I try to access to the main drop-down menus ( Menu, Edit, Tools... ) after opening my material editor.
Another way around I found is making those menus also floating by blindly clicking in the dotted line.
Doggy solutions though.

im getting the same issue, and honestly, its makes max completely unusable.
We pay $ for this product, and its nonsense.
Do i have to go back to an older version to get any productivity at all?
ok This is what you need to do
go to
C:\Users\youcomputername\AppData\Roaming\Autodesk\3DSMAX\2016\Win64\18.0.873.0\MC3
18.0.873.0 is the version of 3ds max in mu case I use 2016 18.0.873.0
so you will have to go to the right folder of the right version if you use 2023
it should be
C:\Users\youcomputername\AppData\Roaming\Autodesk\3DSMAX\2023\Win64\your version nuber\MC3
go to MC3 folder delete any xml file you will see
and also delete any file withe the extention mc3 in my case I had to delete ProdDep_UserDep.mc3
then restart 3ds Max it will create new mc3 files and reset you UI
