Max Fluids.. Always inside of geo - scene attached

Hey all,

I have gone through posts and tried all the things mentioned and my fluid always ends up just inside the geo.  

 

Things I have tried.. thickness 0.0 up to .5, spacial and delete exceeding are both off.  Transport is set to .5 and time steps adaptivity .2  min and max 1 and 10 and a lot of other variants and mixtures of those.

 

This is what I always see.
