Import/Export Scale factor not showing

I do not know why this problem occurs, 2 years ago it happened to me but the value appeared when I did factory format my computer, now that I have a new hard disk because the old one was damaged, this problem appeared again.

It is not a problem with the files, it is the program, I tried several versions of 3DS and they are all missing, I sent the files to some friends and the scale factor always appears.

It is a problem that I want to solve, I always use the value 2.54 in centimeters to import and export camera angles for Resident Evil 1.5/2.

I searched for google and did not find any help, I looked in the forums and nothing useful.

That's weird.  I suppose the first thing to try is to reset your user settings.  (Back them up first.)  If that doesn't work, then I would try to run 3dsmax as administrator and see if they show up then. 

If that fails...  I'm not sure what the solution would be.  Is it possible that it's a driver issue with the graphics card?  What happens in other graphics modes?   Feels like it's trying to retrieve a value and it's not allowed to retrieve it, or it's not allowed to return it.  That makes me think it's related to settings or permissions, but I'm totally guessing.
