It could be a video card driver issue. Go into 'Customize/Preferences.../Viewports and change the display type to one of the others, like Nitrous or OpenGL and restart Max. See if the text and icons show up. They try another. If any of them fix the problem then it looks like it may be a DirectX driver issue with your card.
If you find that's the case completely uninstall your video driver and see if the manufacturer has a cleaner to make sure you get every bit of the driver removed. Then reboot and reinstall the latest driver and see if things are repaired.
One thing you didn't do which would be helpful was to explain how this happened. Did it work and then all of a sudden you load Max and the icons are gone? Or, did you just install Max and find that you can't see the icons? Or, if it's a school project, are you sharing a machine and the one you are on today is malfunctioning? We don't know your situation and don't know your hardware either. So all we can do is guess. A little more info would help.
