In max it's called "Turn" and is available in an Editable Mesh and the Edit Mesh modifier. Click on "Turn" and then the edge you want to Turn.
Also try Spin edge in Editable Poly.

Maybe a dumb question but I'm interested, what's the use case for something like this?
