Press S to set Snap to ON. When you do that, that circle/sphere will be displayed in the centre (before that it would have looked like a square/box). Press S again to set Snap to OFF (so, pressing S will *toggle* the Snapping facility).
When Snap is on, you can Snap Objects to specifics parts of another Object, ie. from/to the object's Vertices, Edge, Face, Midpoint, Pivot Point or to the Grid.
So, it's very useful when moving objects around.
