Can someone give me a suggestion of where to look for what is causing this issue.
(Note this only happens in render output file not screen render)
These are things I have checked
1. rendered without any lights
2. Turned material reflection down
3. Changed file output gamma to 2.2 instead of auto

@Anonymoussometimes i get that when i have the 1 light setup by default if you change the one light setup to the two light then it may go away, or it could be a glitch with your VGA card,
Sorry it seemed i took too long just getting back from my normal 3 day weekend.
There are two lights one omni and one skylight.
I tried scanline it its still there.
still there with a material change.
I stripped the model down to just the section that I am having the issue. still too large to send
Check out the attached animation capture. It is as though i have an animated light.

I think I figured it out!
I had a hdr map assigned as a reflection. I have since changed it to a jpg map of the same image and it appears to have solved the problem!
Did not see that one for a while lol

I just had another thought, this could potentially be caused by a gamma setting within the HDR image itself, when you loaded that image into 3ds Max did you edit any of the gamma or exposure settings within the HDR map itself? Here is what those settings look like on my side.

You know @irishman_team_kilber I thought i had this all figured out with my hdr image being the culprit but now after rendering all night I realized it not solved i still have a flashy thing going on.
Now i am looking at your suggestion. I had one omni light at .25 percent and one skylight at 100%. I just copied the omni light I will see what happens.
I must say of all the years i have been using max i never run into this before.

For your shadow flicker, can you verify the settings in the Render Setup window?
Under the Render tab, in the Visual Style & Appearance section, make sure you are set to Realistic Rendering level. Also make sure your Lighting and Shadows Quality are set to something higher than 1.0x which is the default.

As for the hotspot on your model, it does make sense to me that it would be your hdr. By definition hdr images have very high, bright values, and if you are mapping those very high values directly as a reflection map, then yes, I can see why you'd get hotspots. I'm glad you found a solution by converting to a jpeg.

yes it is set on Realistic and the Lighting and shadows quality is set to 4.0x - high Quality
Also although i replace all of the hdr files with jpeg i am still noticing small flashes. I thought that fixed it but dosn't look like it. please see attached

it looks like your asking the same question, you can shout me down if needs be, if you look at image 4 that @-niels- posted from your scene you attached it look the same as the question are asking now?
WOW was that ever random @irishman_team_kilber lol. That was map channels and nothing to do with this issue. This is some kind of glare i am getting on my renders. What time zone are you in? Well it is 5 o'clock somewhere i guess

cant be right all of the time it's 9pm at night here in the UK from the image you posted in that scene it's look like the same issue, LOL right 50% or the time and wrong 50% of the time,
i was gonna tell you do delete the lights it the glare goes away then it's the lights if not then it's your mesh

Good thought on deleting the lights. That was one of the first things i did. I thought that would have solved it but it still does it with no lights even. I have been thinking maybe there is an animated exposure or something..

I wonder if we could attempt to sidestep the scene itself, and grab all the objects, and import them into a fresh scene, and see if the flickering still happens? That may take some legwork, tying all the materials back together but it may sidestep some scene specific issue that we aren't finding.
