Not sure why or what happened, I was doing some cleaning on my computer(uninstalling games and cleaning up in general) and somehow the file went missing. I wasn't uninstalling anything related to 3ds and am confused about what happened. If someone can help me out, I really need a hand to figure out what is going.

It's not unheard of for anti-virus applications to run a false positive from time to time, or perhaps that .dll was somehow referenced by another program in windows and was removed when you uninstalled things.
You could try 2 things:
1) If you still have the Autodesk folder that the archives unpacked to at c:/Autodesk you will likely find the .dll in there.
2) You could try to do an installation repair and see if that helps. (Mostly redundant links but more is better than less.)

You should just need to put it in the root installation directory of your Max program. For example: C:\Program Files\Autodesk\3ds Max 2018
