'Adding new bones creates unusual broken weighting'.

I had rigged and skinned 2 characters and was going to add a facial rig. on one of the characters adding extra bones and then assigning vert weighting in the skin modifier worked well no probllems.

 

however on the second character as soon as i added weights to the jaw bone, those verts jumped off.
i have tried swapping whole geometry/

copying and pasting the modifier. nothing has worked.

i dont understand why it works for one character and not another?

however 2 options, one is to start again with no garuntee it will happen again. the other option which seems to work is adding a second skin modifier at the top of the stack and using it only for the facial rig.

 

i dont know if this will cause issues further down the line like exporting to game engine or animations.

 

any suggestions really would like to know if this is fixable and why it happens. i was really careful and meticulous with both rigs so dont know why or how.
