4k issue with mouse cursor

I have noticed that the rotation gismo mouse cursor is off on a 4k display.  The only active point on the mouse IS the pixel of the upper left not the whole mouse ICON.  With a 4k display this super-small threshold is REALLY difficult to work with.  Perhaps the mouse hotspot area is not being scaled correctly with screen DPI?  I attached a GIF of this in action.  I tried MANY variations of windows 10 DPI scaling and the only setting that helps renders MAX at less than 1080p resolution and it's blurry as all get out.

Any suggestions are appreciated.

Here is  another GIF. Notice that when I enter rotation, the visual mouse cursor jumps.  Its not aligned with the move or scale cursors.
