3ds Max 2020 - Normal map exporting black and grey

Currently using 3ds max 2020.3.2

 

Unsure as to the exact problem; attempted to fix by rebuilding models, merging models into a new scene, changing renderer.  All render the same output.

Using scanline renderer - render to texture dialogue -> Global super sampler is Hammersley  -> Projection options link ( https://gyazo.com/a61a8400bd9a4b30dc5e7245ed308711)

Any pointers would be very helpful.   Note: Upgrading to 3ds max 2021 isn't possible, so I can't use the new bake to texture tool.

Not to say that my attempt with your file produced a good Normal map, but it worked.  I did notice that one of the images you linked to was of the thumbnail preview of the render Normal map, but not the map opened up.  Is it possible the preview just isn't working?  Also, consider saving it without the Alpha channel.

Issue has been resolved, thank you for the reply. Removing the alpha channel did fix the issue but I didn't get a decent normal map due to the low quality low poly. Next step for me is to rebuild the low poly to be a more suitable fit for normal mapping.
