3ds max 2019 hangs during initionalizing

I have tried every steps on

here, but it still hangs on screen 'initializing 3ds Max...' and also  all-in-one uninstall/reinstall tool. from list above, cannot download-able it contains nothing!!!

In your case, did this start happening after a driver update, software update, OS update? Or has it never worked?

it was worked like 2 month ago! but suddenly it dose not work...
