in previous max it's worked fine

I'm unable to reproduce your issue with the same version of Max. Could it be that RappaTools is contributing to the problem? Have you uninstalled RappaTools and tried to do the same task? Also, have you tried an ENU reset?

 

If none of those help, maybe upload the file and let someone else try it to see what happens.

check on several different computers from different people, it's the same everywhere.

the problem may not appear immediately, when creating a new object in a new scene, removing the selection works until you start editing the object, for example, moving a polygon, edge or vertex, after that it always stops working.
we also tested it on a clean max without plugins, it's the same

Interesting. Ok, I'll keep an eye out for it and if I start to see it happening I'll come back here to see what else others are trying. Hopefully the problem can be solved.

removing rappatools or ENU does not solve the problem

also found out that in Move mode it does not work, but in Select object mode, deselection works fine when By Angle is enabled

Oh well, it was worth a try. These kinds of things are difficult to chase down. Maybe one of the Autodesk folks willl see this and have some ideas.
