Light Rotation & Camera Placement Issues

In 3ds Max 2019 -

1) My ability to rotate free lights with Ray Traced Shadows with a Uniform Distribution (rectangle). I've done nothing different in my scene set-up. It's a problem even on previously used scenes. I can move the lights using the Move Tool, but I can't rotate them in any direction. All I get is the angle in the color of the chosen direction with no movement of the light (see attached pic).
2) When I add a Physical Camera by using the "Control C" combination from a set scene, the camera now faces down instead of capturing the scene/aligning to the view I have set-up. The hotkey works (tried and checked Interface Hotkey list), but the camera is vertical.

(NOTE: My experience and education with Max is very non-linear, so please make the answer as easy to understand as possible.)

Did I hit a wrong button I didn't realize? Any ideas?

Hi,

 

For the light rotation go to Hierarchy, Link Info tab, and make sure

All checkboxes under Locks are unchecked as in the image below:

For the camera creation: after setting the scene, and before clicking the Ctrl+C

Make sure your mouse is inside the desired viewport, then use the combination

Ctrl+C
