problem in skin modefier

Hello , please help me
I designed spongpop character in 3ds max
I rigged it to biped using skin modefier
the mesh of right foot is ok
but the mesh of left foot does not move with bone

although the vertices of left foot have red color when i use weight tool
Sorry I can not put the url to upload 3ds max file  so to download 3ds max file to see the problem

I don't know how to fix your problem but if you want to attach a .max file ZIP it first. You can attach .zip files but not .max files.

I spent some time on this and I can't figure it out either. The weights look good and I don't see anything else. I even removed the skin and replaced it and that didn't help. Maybe someone else can look at it now that you've posted it.

You must exit from vertex sub-object mode (in Editable Poly) for "green" foot. Now the skin deformation is applied only for selected vertexes.
